NEGOTIATIONS RESUME

MULTI-PARTY NEGOTIATING PROCESS

Formal negotiations resumed in March/April 1993. They included 26 parties with significant support and 11 organisations with observer status. They agreed to:

  • take decisions by ‘sufficient consensus’; and to
  • build on agreements reached at CODESA.

The MPNP established the following structures:

  • A negotiating forum to approve proposals and set an election date.
  • A negotiating council to conduct negotiations.
  • A planning committee to implement instructions of the negotiating council.
  • A commission on the demarcation of provinces/states/regions.
  • Eight technical committees of non-partisan experts.
